My dad worked for the ministry of justice. He was in charge of lots of things, including prison reform in our country.
When ever he was troubled by something, I used to go for a walk with him, and him being a silent man, it usually took a few miles for him to say what was bothering him. My favorite above all of his rants was when the news hit the media that Estonian prisoners had increased by 200+ percent.

Now I know how serious with foreign prisoners are/were in Finland.
If you just said HIGHER or LOWER I would have not known the magnitude of the problem.
