So how come there are still tolls after these constructs have been paid in full for the past 30 years?

Liberals divert the tax revenues to other items almost as fast as they are passed. The liberal view is this will pay for roads and slow the use of gas and carbon emmissions. The reality is people will still drive just as much, its a tax on the poor, and the money will be diverted soon enough to help pay for the illegal alien population cost that California has that liberals desperately want because once these aliens become legal, they vote liberal more often than not, keeping the libs in power.

How about writing a law that says a tax mudt pay only for what it is originally intended and preventing the diversion of the revenues and see how many liberals vote for that.
The US Constitution made toll roads illegal. The tolls collected on bridges and other infrastructure are for construction and maintenance. But I agree with you, gas taxes are not used for the purpose intended. What is problematic about gas taxes are the are applied to gallons purchased and not based on the purchase price like other commodities one buys. So as fuel efficiency has increased gas tax revenues have gone down on a per-vehicle basis. The government(s) should reformulate the gas tax calculation and use it just for road infrastructure.

A manual transmission can be set to "comfort", "sport", and "track" modes simply by the technique and speed at which you shift it; it doesn't need "modes", modes are for manumatics that try to behave like a real 3-pedal manual transmission. If you can money-shift it, it's a manual transmission. "Yeah, but NO ONE puts an automatic trans shift knob on a manual transmission."
