Same reason Nespresso have 4 tiers of practically the same espresso machine - it drives more sales to the middle tiers. It's a marketing/business strategy that has worked for many companies throughout the years. X amount of people want the base and are happy, Y would pay a bit more for the perception of much different and "better", and Z would pay for the most exclusive version. Which would be the best seller? Y - the middle tier.
