there is not currently a realistic solution in play, and it is only getting worse.
that being said, my wife and i specifically bought a house in an area that is inconvenient for people to be homeless- no great public transportation, and hills. if you're looking for a place that is very "walkable," its very walkable for shitbags too, and they'll be around.

Also lived in LA for a long time and agree. You didn't even mention the joy of trying to get around in 1/2 lane streets just to get some groceries or whatvers.
