teams can exceed budget cap for such reasons like 5% if necessary mate after FIA's approval.. which in this case there is nothing FIA wouldnt agree.. that 5% is like $7-8m.. so Merc's can ram 2-3 times more or Red Bulls can make them rammed and they ll be just fine..
