I feel like it makes those "escapes and bail outs" problematic. And in this case it jostled the redbull enough to get unsettled and ride up the side of the Mercedes.

If those speed bumps aren't there it makes bailing out safer for the bailer (less chance of damaged wing or underbody). And if overtaking occurs then race control tells position to be given up. And if speed bumps aren't there but driver is cutting off too much corner then they get the warnings until it occurs too often.

That could be done in another manner though, no? Just like the turn 11 warnings. They could say to not have any part of the inside tire not on the kerb. Two warnings then a penalty.
Not exactly. That corner comes after a very high speed straight. If someone cuts that corner on entry they could plow in to a car exiting the corner.
The kerb there could then make them get airborne in that instance though.

I understand it deters a driver but when they do hit it I feel like it can make a bad situation worse.
