This is a common technique used to shape a narrative like it is factual and concrete, but all it is looking for a snippet or quote from an article and pulling it extremely out of context to suit a narrative. It is a dirty tactic used by people unable to get real factual data and want a fast way to attempt and prove their narrative. In this case the two max supporters trying to prove their unfounded conspiracies, because you can't prove conspiracy with fact you have no choice but to pull quote.
