Because we haven't seen the W12 do this all season. For most of the season VER has won convincingly. There was no reason to believe that HAM/W12 could recover from starting last in qualifying. Any other season, yes because the Mercedes was superior, not this season - the pace was there for qualifying but the RB would dominate during the GP.
I don't think anyone doubts HAM and his abilities, we doubt the inconsistent W12. And the W11 would be in consideration of best F1 car of all time and probably the best Mercedes/AMG - not the W12, it's not even close.
