Back in the early 90s, I had a 2nd floor office in the downtown of a West Coast city and got in to work early each morning. That block had parking on one side, and shortly after I arrived every morning, a fellow would park just below my window in a space reserved for drivers with handicap placards. After exiting his vehicle, he would jog up the inclined street to wherever he was headed. In his defense, however, this was in the city in which I grew up and that had by then long since become chock full of corner-cutters who didn't need to worry about being made to behave themselves.
