Yes, qualifying is also part of the drama.
The race in monaco consists of 4 parts: qualifying, race strategy (or better said: failure in race strategy), potential rain and crashes (go often hand in hand

).
So what lacks in that list is spectacular overtakes on track. If you expect that, just don't bother to watch.
What made the race itself spectacularly boring this year, is, like I said, that the red flag took away the mandatory pitstops, which means race strategy went out of the window. And with no rain, not much is left.
