House is pretty well insulated upstairs walls and attics already.

As a 7th Gen Florida Man, I don't deal with HP's too often. They qualify for the 25C tax credit so i do sell them. You are correct, HP's lose efficiency and energy below 30f and become boat anchors at around 10F..I don't think u see those temps too much..I have a vacation home in Sevierville and have a HP with 10k heat strips to supplement.
As far as the basement, I would assume you have a moisture/humidity issue at times esp in the summer. A nice multi zone 24k Mitsubishi mini split at 23 SEER and hyper heat would be a affordable and good fit
