Correct. Your state doesn't care what LLCs you form to own your vehicle, and where those LLCs are domiciled. Your state cares about whether you live in it and whether you own (directly or through an LLC) a vehicle you keep in it. If you do, they expect you to pay the same taxes on it that everyone else does and titling it through a Montana LLC (when you actually live and keep the car in your state) doesn't free you from that legal obligation.
There are lots of tax dodges that are legal (HSA, Roth IRA, charitable deductions, EV tax credits, and so on down the line), this just isn't one of them.
