Quick update. After I contacted BMW Germany, I got a call from BMW Australia saying they are covering the cost of troubleshooting at my local dealer. If faulty, they will replace at their cost.
The head tech at my dealership is great. He knows about the problem. Apparently it depends on how the ConnectedDrive was activated during the pre-delivery prep. Some went into local mode, some used roaming mode. He thinks it can be reset/reactivated. If not, I'm confident he'll ensure BMW Australia / BMW Germany carry out the work under warranty. I'll know by this time next week.
