In the corner before the lap begin Max drove around the outside. This means he had a lot more distance to accelerate and he started his lap faster than Norris. Norris didn't drive around the outside and he started his lap very slowly, but made everything up due to the fast car until chicane at the end.
Classic qualifying trick and people don't always know. Looks like the McLarens didn't teach Norris that.
