Mercedes struggled similarly with correlation in the beginning of these regs until they got a better understanding of what plagued them.
It's not a wind tunnel issue so much as having the right resources that know these regs. Simulations are only helpful if you know what data is and isn't valid. The models are only as good as the assumptions made. This is what Newey provided for red bull. Red Bull began struggling as soon as he left.
Lewis has won multiple places against better team mates (who themselves have also won). The same can't be said of max yet.
If max can win with red bull and without Newey, that'd be commendable. We'll have watch and see. Even if you neglect abu dabi21 (with even Newey questioning some of the grace given to max from that season), as well as the car developed over cost cap, it's clear Newey is the main reason max has had recent dominance. As soon as he stopped contributing, max and rb immediately started to drop in performance /standings.

It wasn't only A. Newey . MAX has said : The key-factor at Red Bull was the engineer Rob Marshall.
Rob Marshall moved to McLaren and suddenly the McLaren MCL39 was a speed bullet (!)
The balance and setup of the McLaren MCL39 is like perfection at every track , after a few laps in the free training the car is already ready to rule in the QF and race.
And the McLaren tyres last forever , that's a huge advantage in every race .
At this moment , I don't see who can beat the papaya car..
Useless to say that Pierre Waché is terrible .The Frenchman transformed the RB21 in a Frankenstein car (!)
