What's wrong with my EDC shocks?

I installed replacement EDC rear shocks on my '95 750iL, but my mechanic and I are stumped as to why the shock is pressurized fully by the hydraulic system and lifts the car all the way up (see pic). I feel some compression damping, but because there's no down travel, it's very bouncy.
I don't suspect anything's wrong with my EDC module, because the front shocks (originals) still work perfectly and the switches modes. Besides, it seems like the EDC on the 95's is "dumb".

Is there something that has to be done to the shock before installation or with the hydraulic lines to get the shock to not do this?
