Don't think this would work, you would still have drivers slow down to create a gap you would probably get a similar race with probably a bigger gap from the top 5.
I really don't think there's anything to fix Monaco - we just have to accept the fact that it's a weekend spectacle for those in attendance to celebrate the history of F1 and Monaco and not so much about the racing.
