The rich wont be affected by this. Those cars are tucked away and hardly driven. They likely have legal property in MT the car is registered to. Meaning the state of utah would have to prove the car spends all its time in utah and not montana. They can't put cameras on every road.
And i noticed in the article they are going to specifically go after MT. Well, South Dakota offers the same service as well as a few other states. So are they going to look up every car that goes by with out of state plates and send them a letter? Or are they just going to go after exotics and leave the 100k Ford Raptor's alone? Profiling much?

sounds like a big scare tactic imo... which will work some of the time. "pay this fee and avoid legal trouble, but if you want to fight it then you risk these legal outcomes"
