sounds like a big scare tactic imo... which will work some of the time. "pay this fee and avoid legal trouble, but if you want to fight it then you risk these legal outcomes"

Believe it or not, the rich are allowed to be profiled and punished for stealing. Despite what the legal system and politicians would like everyone to think, being rich is not a "protected class" like race.
Most states have plenty of ways of figuring out where cars are actually used and stored.
Also, since you live in missouri, you know that they actively go after SD folks who do this.
