I know this is a hypothetical, but reality is, you can't without a SERIOUS change to how we license and train drivers. Something like a tiered license like Gran Turismo where it takes additional training, effort, time, money, etc to be allowed to drive something larger, not just being able to afford it. There would also have to be major repurcissions for examples of poor driving., including being knocked down a license tier such that you're now likely not able to drive your existing car

This would be possibly the most unpopular idea ever, with average motorists hating the extra rules and effort, auto.akers hating that they can't just sell people whatever, conservatives mad about bigger government, and liberals mad about how it would make driving more expensive for whatever group. It has a lower chance of success than term limits for Congress or barring Congress and government workers from investing. That low, lol.
