Interesting to learn of CC fees now being tacked on in the USA as I have not seen them. That is common outside of the USA. However, it had been my understanding that the CC companies required merchants to accept a CC as if it was cash.

That is the merchant could not offer a product/service for X but then charge X+Y% if paying with a CC. However, the merchant could offer a product/service for X but then charge X-Z% if paying with cash. Which is why many gas station offer a few cents off if paying with cash as it is considered to be a discount.

I just learned that changed in 2013 (so much for keeping up). However, it varies by state with only four where surcharging is illegal in the following states and territories:

Connecticut
Maine
Massachusetts
New York (as currently interpreted as of last year)

as well as Puerto Rico.

I rarely carry cash and use my CC for most everything. I guess when surcharges hit my area I will switch to a debit card.

As for being charged for a loaner. Never had one, though once offered to me. I had dropped my vehicle off on a Friday morning and rode my bike to my office. When I returned that afternoon they informed that the work was done but the tech stripped plug for diff housing and were in the process of replacing it. But it would not be ready until Monday so they offered a loaner.

I looked at the service manager and asked where I am going to put my bike? At that point I tore into them. While I was pissed they stripped the housing, I could deal with it as it was replaceable. I was more pissed that the service manager did not call me before I rode back to the dealer through Friday afternoon downtown traffic. And now would be riding home through the same traffic. Had I been called I would have said bummer, get it fixed and call me when the work is completed and then rode home (with much less and safer traffic).
