It's not predicting the weather. It influences the weather. Washing your car crates a localized high barometric pressure area from the additional moisture in the air, which causes a chain reaction in the atmosphere that causes it to rain on your freshly washed car.
It's similar to the physics behind why it doesn't rain if you bring a rain coat somewhere.
