Yes, kind-a.
I do "wheels off" ceramic coating every time I switch between winter and summer tire sets. Old wheels come off the car, get washed, and ceramic Coated (if first time doing it), or just cleaned and ceramic Spray coating (for subsequent rounds).
The wheels ARE easier to clean after they had been ceramic coating, but it's not a "game changer" by any stretch of imagination.
Coating brand new wheels is the easiest job in the world. Maybe 5 mintues per wheel, 30 minutes in total, including removal/re-install. On a new car, the service should cost ~$100. $5-600 quote must assume removing 10+ years of grime from old wheels and thoroughly cleaning them, before getting to the coasting part of the project. Otherwise, that price is a rip-off!

Brake dust is not a big deal either.
It will be easier to wash off coated wheels, but it will still occumulate.
