Can you give them a quote "assuming" clean record and no accidents? Like those DIY you did online, and you are responsible only if the given information are true.

Then you can adjust accordingly once you find out they got 8 traffic violations and 10 accidents....and a charge to adjust the premium since they did not provide that sort of information when they purchase the insurance...
