That would be wierd having a chipped dog, without a chipped car.

I can't believe that the owners cannot be located with a name and old address. Try whitepages.com - it has all my old addresses still, going back 10 years. Contact the landlord of the dog owner's old apartment, or the realtor that sold the house. Post office will keep forwarding address for 6+ months.

If the owner went through the trouble of chipping the dog, I'm sure they are really unhappy about losing it. Hire a private detective.
