The bookies don't want to lose out for an almost dead cert so make it not worth betting on Max with such little winnings or they'd lose a packet with higher fixed odds.

Yes he was 17 yrs old who has a professional racer as a father and spent years racing.

I mean I get it but we can't discount the impact his life circumstances had on his development.

Look at the career of Mick Schumacher for example. How would his career be different if his father were around? Would have been aa good as Max?
