Actually, that dummy buckle device is used in many sports cars featuring additional racing harnesses. No kidding. Purpose: fooling/bypassing the seatbelt warning for the regular seatbelt. If you don't have a dummy, you need to wear the regular seatbelt too despite already wearing the harness, otherwise you trigger the seat belt warning.
