Actuator error 123406- anyone ever get this?

Per the title, has anyone experienced this electronic actuator error and actually solve it? I've cloned the dme, swapped ism, changed actuator, checked fuses and wires but still 123406, line disconnect suspected. Any help would be appreciated.
