All of my finance contracts include clauses that the bank can go out and buy insurance on my behalf and at my expense if they are notified that the policy that I'm providing lapses or has coverages changed below their minimum requirements.....

We have mandatory no-fault and no/under-insured insurance in NY State bundled in with total coverage, along with the ability to carry excess medical to cover your medical bills when the other person's injury coverage ends.
As for criminalization, NY State suspends the license of any vehicle owner one day for each day they drive without insurance (or simply don't surrender their license plates before dropping their insurance). This is why there are so many unlicensed drivers on the roads. My DW used to work with a whole bunch of people who bought "cheap" cars with check engine lights on for an expensive repair. The cars couldn't pass a state inspection that way, so they couldn't be registered. Enter some borrowed/stolen license plates, and a prayer that they don't get caught. Insurance isn't going to pay out on an unregistered vehicle not even titled in the possessor's name, so they can save that expense as well. One of her co-workers had a 400+ day suspension on her license for not having insurance for over a year, and had to fall into the above group or not be able to drive to work and take her kid to daycare every day. Another insurance gripe of mine is people who only carry the minimum required liability insurance, which for a long time was $10K/$20K here in many northeast states. My grandmother managed to total a brand new Mercedes, brand new Lexus, and 200-something feet of NJ Turnpike guardrail with her 1970's Battleaxe with the 500 V8 engine and 10/20 insurance. How far did that $20K coverage go to replace probably $65K worth of cars at the time? Also, many people don't know that the NJ Turnpike bills drivers for the cost to repair/replace their shiny guardrails at some crazy pre-published price per foot. It took her about 10 years of social security checks to pay those liens off on her house to make everyone whole. Oh, and that three ton of American steel Battleaxe drove away from the accident with little more than a small dent in the front bumper and ran for several more years.....

California refuses to really enforce driving without a license, etc. The law recently changed requiring multiple prior convictions before I can cite for a misdemeanor, but if you - meaning the local D.A. - never pressed charges in the first place, the tally never begins. It’s the silliest round robin statute.
