I can relate to that job. I used to do industrial scaffolding in the large Oilsands Upgraders here in Fort McMurray prior to my current career as a Heavy Equipment Tech. Although I never got to those kinds of heights I did do jobs at 300'-400' above grade.

I'm surprised that they're wearing jeans, I would have thought they'd want/need something that allows a wider range of motion.
I'm also surprised that the wind wasn't blasting them around up that high.
Seems crazy to not have harnesses or at least something more substantial for them to connect their lines to. I understand the towers need to be light, but damn... have a care for the guys who have to climb them.
