Max is cooking the tyres behind RUS and all the other traffic

Lap 1 Max dive bombs and is given a minimal penalty. Later in the race same situation against Russell and the Mercedes, in lead, gets the penalty. Matches up with the lack of penalty for Max in Q1 blocking Ovon. FIA really want Max to win this race. Such a shame.
