The investigation is going to clearly show MAX hit the brakes to cause HAM to hit him. Stupid move by Max, but he was pissed for having to give the place back and he reacted on emotion.

Max gave HAM twice the chance to overtake. First time HAM rams into the back of VER car, second time he gets it, and Max still gets the 5sec penalty for gaining the advantage for overtaking outside the track despite he slowed down twice for HAM to pass......

VER did move, as soon as he saw HAM was about to passed he hit the brakes while moving to the left until he felt contact then he slammed on the gas.

No he didn't. He just slowed down and kept driving in a straight line.
HAM was also slowing down, shifting down 3 gears. He just didn't understand how to handle that situation. He could've just steered to the left and pass him.

He slowed and drove in a straight line up until the point he saw Lewis finally understanding to go by him, that's when Max hit the brakes AND moved left.
