I don't know if this is a desirable development.

When not on a push lap, cars are constantly in and out of the delta to cool tyres, recharge the battery etc.
So quite an unusual punishment imho.

There's no doubt in my mind that RUS took full advantage of this at the right moment for him.

I say : The situation was provoked by the Russell boy .

I'm 100% sure , Russell was aware that MAX drove slowly in front of him to recharge his battery.

I mean ,Russell's onboard team radio wasn't broken ...
