It's in Pawtucket, RI, obviously a left hand drive Honda Civic, yet the person is filming from the passenger seat and is described as the driver. I have to imagine that either this person is the passenger or there's something weird going on here, because everything else (text, traffic) all appear to be not inverted.

So, there's some shenanigans going on here.

when its facing him, image is flipped, when its facing out, image is not flipped.

This year's Darwin Award has to go to the schmuck who tried to take a bath in one of the hot mineral springs at Yellowstone and basically dissolved into nothing. Warning signs are for other people, I guess.
