Ignoring the license part, I feel like it should be criminal behaviour not having insurance of any kind, particularly liability. I don't really care if their car is covered from a repair perspective, but I think its garbage that they can hit someone, cause injuries to that person and go "Oh, well, no insurance, sorry, no assets either but you can sue if you want and get nothing". At least that's how I envision it works in the States.
We have an equally garbage "no fault" insurance up here which upsets me too, but at least I guess you are sort of covered...to a degree. Provided you insure yourself against the actions of others is more or less it.
Feels like if it got criminalized and the option was either:
A. Figure out a way to afford liability insurance
B. Enjoy an all expenses paid stay at the big house where your poop is gonna get shoved in
That a lot of people are suddenly going to find the resources to choose A that previously just couldn't seem to do so.
