I think it is derogatory in the UK but nothing like the U.S. probably more like calling someone an a-hole here. Of course all this reminds me of this scene from Curb Your Enthusiasm (starting at around 1:30):

The dogs bollocks is one of my all time favourites.

It's both, if in a fight and you use it it's a serious insult, if you meet your mates after not seeing them for ages it is a greeting term.

I know this is old but my wife and I finished up the Wire last night. Great TV series, I liked it better than my wife but man did it give me flashbacks to my time working in 12 & 51 Division in Toronto back in the day.

Try watching some of the working class Scottish films, if I remember correctly the prints distributed to North America and Australia come pre-loaded with sub titles. And don’t get me started on Welsh TV.
